New system - for immigration procedure*
About the new immigration procedure system; getting foreigners to be fingerprinted and photographed every time they enter Japan. This is for preventing from the international terrorists. Kevin Rafferty claimed, in the article "Not so welcome to Japan any longer", it is not a good idea. He considered this as discriminatory and even if they do that, it is not easy to identify between fingerprints and terrorists. Basically this system is considered to be useless.
If people think it helps preventing from the terrorists, then they can try. It might help, but it is considered to be not that effective. Also it just sounds impossible that immigration bureau has to take a lot of fingerprints for a year, moreover, those terrorists are smart - Michael G. Driver claims that in "Smart terrorists won't be stopped". Plus, the foreign visitors will feel unwelcome. It does not seem to be a good idea.
